The wordmg of the clauses, of the Representation Bill does not make' very clear the meaning of the framers, ndtwithstanding the time spent over it, ancLthe number of attempts made by our Legislators to amend the Bill as.brought down by the Government. There is in the first place no mention when the Act will come into operation, the second clause only stating —" After the dissolution or expiration of the present Parliament, the House of Representatives shall consist of ninety-one electoral districts under the provisions of any Act for the time being iv force for the election of Maori members." Clause 5 says—" Within thirty day's after the coming into operation of this Act* tbo .Registrar appointed for each electoral district defined in the said Schedule shall form a new electoral roll for such district, in the manner provided by ' The Registration of Electors Act, 1879.' The electoral rolls in force on the day when this Act comes into operation shall be the rolls from which new rolls shall be formed." There appears some ambiguity iv the clause relating to the gazetting of the formation ot the rolls, notice of which has to be given by the Registrar and which must then be gazetted by the Colonial Secretary. From the day of such publication in the Gazette, the roll so formed shall be the electoral roll.and it would appear as if no new names can be placed upon it; still we cannot think such is the intention, for in another column there is mention thai the roll cannot be amended after the issue of the writs. We again say to all, register at once, and so secure your name being on the present roll, in case any new regulation comes in force which might have the effect of throwing obstacles iv the way of getting your name on the. rolls made in accordance with the new divisions of this district.
