Parnell has issued a manifesto, in which he announces that.he will continue agitating for the redress of the grievances of the Irish tenauts after the present session of Parliament closes, when he will visit Ireland and address the people at various places. At the same time, however, he recommends that a fair trial should be given to the working of the Irish Land Act which has been passed by Parliament. Washington, August 17. The latest bulletin reports that Presi* dent Garfield's condition has slighly im-, proved. He is still unable to take solid food, but has been able to swallow some beet' tea, with which it is hoped his strength may be maintained.
