THE LICENSING BILL. On the House resuming at 7.30, a motion was made, to go into Committee on the Licensing Bill. Dr Wallis addressed the House at considerable length, criticising the bill, and urging the claims for compensation of licenses abolished by local option. Sir W. Fox replied to Dr Wallis. Mr Jones thought tbe question of licensing, like others, might be dealt with usder the scheme of local government. . : The House then went into Committee. The first eleven clauses passed without amendment. On clause 19,, the amendment by Sir W. Fox was carried by 34 to 19, providing for tbe election of Licensing Commissioners by the ratepayers. ' LITEB. In Committee on the Licensing Bill several clauses were postponed; clauses 26 and 28 passed. On clause 29, relating to family hotel licenses. Mr Bastings moved that ib be struck , out, which was done on a division of 27 to 10. Clause 30, relating to clubs, Mr Levestain moved an amendment to restrict the sale of liquor in them to between tbe hours of 6 a.m. and 2 p.m., whioh was agreed to Progress was reported, and. the House rose at 12.35.
