KUMARA.
V This day. E. J. Seddon, M.H.R., addressed the electors at Dellmanstown last evenng, add admitted that the affairs of the cok>«y were very muoh disorganised, but the present Government had brought affairs to a more favourable condition. Last session was barren as regards useful legislation. Sir George Grey and the Premier were to blame for the loss of time taken over the no-confidence debate. After ibe defeat of the Opposition the Government should have forced through their Licensing Bill and Charitable Aid, Increased taxation had been rendered necessary by the reckless borrowing and extravagant expenditure. By the succession administration since 1876 the position of the colony was in consequence bad, but with its vast resources and care administration it would pull through all its difficulties. There were too. many local governing bodies, and a reduction of these by four-fifths would be beneficial to the colony. Tlie first measures tor the next session should be the restriction of the influx of Chinese, Licensing, Hospital and Charitable Aid Bills, and a revision of tlie tariff with a view to fostering colonial interests and industry. He considered the representation should be based upon population and the qualification residential only. The resignation of Mr Oliver was a serious loss to the colony. A unanimous vote of confidence was passed.
