London, May 2 The Debate on the Irish Land . Bill In the House of Commons this evening tho Irish Land Bill again came up for consideration on its second reading. In the e|uTse of the debate, Lord Klcho, member for Haddingtonshire, acting on behalf of the Conservatives,,, made a speech, in which he strongly denounced the provisions of the bill, and concluded by moving its rejection as a whole by the House. A Ministerial bill has been introduced by the Right Hon Mr Gladstone, provid ing that all persons who aie permitted to affirm in courts of law should be authorised to make an affirmation on their entry into Parliament, in place of the enstpmary path of allegiance. The Proposed Monument to Earl Beaconsfleld. Mr Labouchew, M.P. for Northampton, has given notice, in the House of Commons, of a motion' condemning the proposal to be submitted shortly by the -Premier, that funds should be toted for the erection of a monument to the late Earl of Beaconsfield in Westminster Abbey.
