CONFERENCE OF LOCAL BODIES.

COEOMANDEL.

This day. Report of the proceedings at a Conference of the Coromandel County Council, tbe Thames Borough Council, and the Thames County Council, held in the Court House, Coromandel, on the 18th day of March, 1881. Present: Cr Cadman (Chairman), Crs McPherson, Meikle, Lynch, Blackmore, and Luks, of the Coromandel County Council; the Ma yor, and Crs Speight, Veale, and Wilson of the Thames Borough Council; Cr Brodie (Chairman), Crs Brown, Porler, Greenville, Coutts, and Carpenter of the Thames County Council. Moved by Or Brodie, seconded by Cr Carpenter—That Cr Cadman take the chair.—-Carried. Moved by Cr Brodie, seconded by Cr Brown—That the Mayor of Thames and the Borough Councillors present be invited to take part in all questions to be considered by the Conference.—Carried. FIEBT MATTEES. . The first question—To agitate for a sum to be placed upon the Estimates of the next session of Parliament to complete the main road between the Thames and Coromandel, and also an additional sum for other works on the Groldfields. Moved by Cr Porter, seconded by Cr Carpenter—That a committee, to consist of two members of the Coromandel County Council, and two members of the Thames County Council, be appointed to interview the Honorable Mr Kolleston for the purpose of getting a sum of money placed, upon the Estimates sufficient to

complete the road between the Thames and Coromandel. —Carried. Moved by Cr Brodie, seconded by Cr Porter—That the Honorable, the Minister for Mines be respectfully advised of the necessity for placing on the next estimates, a sum of £10,000 for roads and tracks on the goldfields in the North Island.— Carried. APPOINTMENT OF COMMITTEE. Moved by Cr Oarpenterj seconded by Cr Brown—That Cra Brodie and Porter be chosen to represent the Thames County Council.—Carried. , Moved by Cr Miekle, seconded by Cr Blackmore—That Crs Cadman and Luks be elected to represent the Coromandel Cocity Council.—Carried" Moved by Cr Veale, seconded by Cr Speight—That the Mayor and Cr Wilson be elected to represent the Thames Borough Council. —Carried.

Moved by Cr Carpenter, seconded by Cr Speight—'That Sir George Grey and Mr Sheehan be requested to communicate with the members for other goldfields with the view of securing concerted action in Parliament upon the question of subsidies for goldfields roads and tracks. —Carried.

The second question—Tbe proposed Representation Act 1880, and alteration of electoral boundaries. Moved by Or Brodie, seconded by Or Carpenter —That this Conference is of opinion that the present electoral district of Thames is entitled to three members. —Carried. The Conference adjourned until seven o'clock p.m. The Conference resumed at that hour. Third question—*' The Charitable Aid Bill, 1880." Moved by Cr Brodie, seconded by Cr Brown —That this Conference having carefully considered " The Charitable Aid Bill, 1880," is unanimously of opinion that the Charitable Institutions of the Colony should be made chargeable on the Consolidated Eund, and if not, that no taxation should be imposed until after all the charitable endowments of the colony have been re-entered upon and consolidated for the purposes of charitable aid throughout the Colony.—Carried. Moved by Cr Speight, seconded by Cr Luks —That this Conference is of opinion that in the event of the Hospital and Charitable Aid Bill becoming law the creation of a new local body as provided for in clauses 4 to 28 is unnecessary, inasmuch as the existing local governing bodies are well-fitted to perform the functions of the proposed new Board.— Carried.

Moved by Cr Wilkinson, seconded by Cr Porter—That the question of parishes as at present constituted is unsatisfactory, and in order to place districts on a more defined basis, no locality shall be compelled to support the casual poor of other places, but if so assisted the cost of such maintenance shall be chargeable to and be paid by the parish from which they came, and only such persons who have resided six months in any parish shall be chargeable thereto-—Carried. Moved by Cr Brodie, seconded by Cr Porter —That these proceedings be printed, and a copy forwarded to each member of the House of Eepresentatives. —Carried. This concluded the proceedings.
