By a recent cablegram we learn that Russia has offered an explanation to England as to the documents found by General Eoberts at Cabul. Like all her explanations, the present one is a flimsy, unsatisfactory, and childish one. The distance between the Russian capital and the Ameer's stronghold is no doubt great, but there was ample opportunity for acquaintng General Skobeloff with the framing and signing of the famous Berlin Treaty by the Great Powers, long before the said alliance between Russia and Shere Ali had been agreed to. General Skobeloff we are told, pursued his intrigues because unaware of the fact that the Berlin Treaty had been signed. This is virtually an acknowledgment that a defensive and offensive alliance had been drawn up, and that Russia was merely waiting for a favorable opportunity to put it into operation. The Russian General acknowledges to intriguing with the Ameer, and as they have neither of them great love for our nation, we may safely assume that they were not intriguing together for any other purpose than that of weakening our position in Asia. Having been caught in the act, the flimsiest excuses.. are made for the action of the Eussian General. These evasive replies have characterised * the policy of Prince Gortschakoff, and in consequence any explanations the Russian Minister may make from time to time are received cum grano sails.
