"■'• It is reported in Wellington that the " Governor is investigating the matter of the imprisonment of natives without trial, in obedience to instructions- from the Imperial Government. The constitutional line of procedure is for the Gover> nor to ask his responsible advisers to furnish him with a memorandum setting
forth the circumstances, and to forward such memorandum to the Secretary of State with whatever comments' His
Excellency may think proper to make. If Ministers have submitted to a departure from this course, and allowed the Governor to make an independent investigation, they deserve to be cashiered as soon as Parliament meets. Even though the Ministry may not be deserving of confidence no one-man Government can be permitted to encroach on the privilege of the people's representatives in this Colony.—Wariganui Herald.
