From a private letter just to hand we gather that the Manager and Undersecretary of the Telegraph Office at Wellington are in a dreadful state of mind owing to the memo, and cypher system of telegraphing having leaked oat. Some carious revelations about the code and the numerous fines inflicted under the system will form-a very interesting chapter under the investigation of a select committee. The rumor of Mr Maginnity's early retirement from the position of Under-Secretary is again gaining official currency, and this we apprehend, is in consequence of the warm way in which sister.provincial journals have taken up the circular which Mr Maginnity sent to the other colonies after the telegraph operators' strike in the early part of this and the latter part of last year. Mr Maginnity must be a very remarkable man, and we regret we have not the honor of his personal friendship. If the Undersecretary has to sever his connection with the department, the universal verdict will be " served him right."
