The delegates appointed by the Powers' and Turkey, to arrange for the cession of Dulcigno, have met at Cetinge, in Montenegro, and have commenced their deliberations, London, October 19. A large body,of natives, under Serathodi, one of the most turbulent chiefs, has concentrated near Maf'eting, where a , detachment of Cape Rifles is intrenched. Colonel Wepperer has been ordered to .advance to the relief of the position. Capetown, October 18. Fighting at the Cape. . Another Basuto Defeat. Telegrams have been received announcing another defeat of the Basutos. The latter had infested Mafeting in large force when the Cape Bifles, under Carrington, made a desperate attack, and succeeded in completely dispersing them... -

News has been received from Afghanistan that in accordance with instructions from India, Kurnam Valley has been evacuated by the troops which were stationed there.
