The report which was made that the Sultan had offered to cede Dulcigno to Montenegro has now been confirmed. AQUATIC TOURNAMENTS. Several American oarsmen are coming to England for the purpose of rowing against Hanlon, the Canadian, and Layeock, the Australian oarsman. New Yoek, October 11. RAILWAY AOOIDENT.-20 LIVES LOST. A serious railway accident is reported as having occurred at Pittsburg, Perm., to an excursion train, by which 20 persons have been killed. The Times, in a leading article to-day, strongly urges giving some respite to the Porte in view of tbe cession of Dulcigno to Montenegro.
