We have before us an abridgement of the Eeport of the Hev. Mr Habens on the Auckland Industrial School, and from it, it would appear that owing to the incompetency of the master and matron, the institution has been grossly mismanaged for years past. None of the charges of immorality or cruelty were proved against Mr or Mrs Stickley, but the investigation demonstrated that they were both «anting in force of character, and altogether not of the right stamp to conduct an institution of the description of the Howe street Home. But the chief cause of- the disorganised state of the institution is apparently the want of supervision on the part of the Committee, which permitted; the sole control to fall into the hands of incompetent underlings, who -in time began to fancy themselves supreme, and resented the occasional interference of their superiors. It is to this cause that the want of success of so many of our Colonial institutions mayl)e,VaceiU and the niora"! of course, is the necessity for the most rigid control being kept over paid agents of eleemosynary institutions*. YVithiu the last few months investigations have been held into irregularities in connection with Charitable Institutions in nearly every province iu New Zealand, and so many were the complaints that the Government were driven to appoint an officer to report upon every such iustitution iu the Colony. JNo doubt Dv Skae's report upon the working and internal management of the Hospitals, Orphanages, and Homes of the Colony will result in' some very radical changes being made. If the Government be compelled ; to undertake the support of all Charitable Institutions, making the cost a charge upon the consolidated revenue of the Colony, the greater the necessity for a knowledge pt how such institutions are at the present time managed, and-reliable statistics, obtained for. future, guidance. The advantages of the course adopted by the Government will soon be apparent, and tho result may be the saving of immense sums now uselessly lavished by the incompetent though welldisposed dispensers of pub'ic charity.

A MEETING-of '--the Fire Brigade Committee was held last evening, wh?n considerable dincniifiou took place concerning th.°> advisability of placing both the Brigades un'lei* one uupiirintendont. A report suggesting this will probably be brought' up »t the nexc ordinery meeting of the Borough Council.
At a mooting of the Naval Brigade held laet evening it was finally decided to proceed to Auckland to take pact in the Birthday Review. We deaire to remind the young people'of the ball on Tuesday night.
Oh Wednesday last tho tenders for the Victorian Itvo million loan were opened in London, Tbo total amount offered was eleven millions. Tenders at 96 will receive 90 por cent of the allotment.

It will le teen from our report, of this morning's, meeting of the Board of Governors of the Hi^h School, that Mr James has been appointed assistant and d'awing muster, in consequence of the increase in the number.of pupils. We would 'remind parents and guardian's that the new quarter commences next Monday.

It is not often the Board of Education allow, the school coin mis tees under their control much latitude in financial matters, anrl after a late action of the Waiotahi Sohool Committee, we doubt very much it they even ?ive that body such power again. Tenders wore called for constructing a, retaining wall at fcho Waiotahi Creek school, and on being opened by the Committee, the wiseacres determined to recommend the Board to accept one other than, the lowest.. Of course the Board wished to know the Committee's reason for giving such a recommendution, and the Chairman of the meeting has had to telegraph that owing to one me ber refusing to vote, and two others supporting the motion to 'recommend the tender, there was nothing else but to allow the resolution to pass.
