_ : .*_ London September 14. THE CAPE. Negotiations with the Basuto chiefs hare been quite fruitlesss. The Basutos are intensely indignant at the ungenerous treatment which they allege they have received to the hands of the Cape Goyernment. "Fighting is inevitable. The British troops are rapidly being pushed forward into Basatoland. Although the French Government have for some time past shown a reluctance in joining the other Great Powers in bringing pressure to bear on the Porte, they hare not abstained from co-operation in the naval demonstration now being mado in the Adriatic Sea. Their naval contingent has now joined the combined squadron at Kagusa, where it remains for the present. MOSTEHEGBO. The Montenegrin authorities are dissatisfied at the temporising and delay in regard to the cession to tbem of the city of Dulcigno and surrounding territory. They have resolved to enforce their claim, and an armed force numbering several thousand Montenegrin soldiers has accordingly been despatched to Dulcigno to take possession of the city and accomplish the wpiik Tof annexation as sanctioned by the' Conference of Powers and agreed to by the Porte, Kiza Pasha, who was some time ago ordered by the Sultan to proceed to the vicinity of Dulcigno, and who has since remained in proximity to the town, has received instructions from the Government that, inasmuch as the Albanians persistently maintain their previous attitude of hostility, he-is not to resist the forcible occupation of Dulcigno, should this be attempted by the Montenegrins.
