A long debate took place in the House of Commons to-night in regard to the seditious speeches recently delivered by Billon, the Home Rule member for Tipperary, at the land meeting at Kildare and other places. Parnell and other Home Rulers endorsed the language used by Dillon.
Forster, Chief Secretary for Ireland, said he would not be deterred by such language from taking steps to protect life ard property, and to improve the relations between landlord and tenant in Ireland. In the House of Commons, Mr W. E. Forster, Chief Secretary for Ireland stated Government would not hesitate to summon Parliament for the purpose of asking additional powers, so as to deal with the Irish affairs, but the necessity for this was not anticipated. TURKEY AND THE POWERS. It is announced that the Ambassadors of the Powers at Constantinople have been instructed by their Governments to declare to the Porte that they must refuse to discuss further the line of demarcation of the Turco-Greece frontier, as fixed by the Berlin Conference. The Ambassadors will, however, express their willingness to negotiate with the Porte regarding the evacuation of territory to be ceded to Greece. AFGHANISTAN. The new Ameer of Cabul (Abdul Rahman) has gone to Sherpur oa an official visit to the British representative there. The visit is regarded as indicative of a friendly feeling on the part of the Ameer towards the British, and a desiro to cbnform to their ideas in the Government of Afghanistan. AMERICAN. A cablegram from New York states that the United States Government has agreed to waive its opposition to the construction of the Panama Canal; and further, that America will give a guarantee of neutrality. A cablegram from New York states that a fire: has occurred in California by which the town of Eureka, on Huoiboldt Bay, has been almost entirely destroyed. Beblin, August 24. • The North German Gazette publishes an article deploring M. Gambetta's recent speeches, and says that Germany is therefore compelled to consider the peace of Europe insecure.
