It appears that Turkey has at last been aroused from the lethargy in which she has so long indulged, and has made arrangements with a German Treasury official for the re-organisation of her finance. If this is a bona fide resolve on the part of the Sultan to make amends for past extravagance, so much the better, but the fact is that Turkey has so often " turned over a new leaf " without any desirable ends being accomplished, that we have lost faith in her professions of reform. We should think that the resolution made by the Sultan cabled to vi to-day, is merely a blind, intended to divert the attention of the Powers, and prevent them carrying out their resolve—to have the conditions imposed on Turkepby the Berlin Conference "teamed out in strict entirety. However, we trust, for the peace of Europe, that it is in reality one step towards the long needed reform in the management of the national finance of the Ottoman Empire.
