As will be seen from our latest despatches from Europe, the Conference at Berlin has settled the question of reforms in Turkey. This is undoubted'y owing to the energy of the Gladstone Government, and if Turkey fails to comply with the demands of the Conference, the Great Powers will take measures to enforce obedience. The Ottoman empire has been long the cause of political disturbances ia Eu ope, and we fear that as long as Turkey exists, she wi'l be a stumbling block,to the progress of civilization. Governed by inefficient m'p;3ters, and treated as a spoiled ch'ld, the Sultan has long succeeded in eroding the demands made from time to time by various European Powers,- and the pockets of English bondholders have had to suffer. Now that the Liberal Government have taken the matter in hand, we may expect to see a speedy change ia Turkey, both in sociel and financial matters.
