On there assembling of Parliament, the Queen's speech was read- and presented by Lord Selborne, Lord High Chancellor, la effect, it referred to England's cordial relations with all the Powers, hoped for a speedy execution of the whole of the Treaty of Berlin, and mentioned the mission of Mr Goschen in that connection. The condition of the Afghans and the Indian finances was alluded to, and the policy of confederation in South Africa advised, as well as the retention of the Transvaal. While a revival of-general trade was indicated, the depression in the revenue continued unabated. Irish affairs receive attention, and the Peace Preservation Act (expired in June) would not be renewed. In the course of the speech, the Burials Bill, the Ballot Act, Bill to I Prevent Tenants against Injury from Ground Game, a Bill to Determine the Liability of Employers for Accidents to Servants, and a Bill for the Extension of the Borough Franchise to Ireland, were referred to as soon to be submitted to Parliament. While in Paris, Mr Goschen saw the Premier De Freycinet and several ot^i politicians, and also went to Vi^|^H interview Baron Haymesle^^^^^^^H Hungarian Premier. It will not last three weeks. Earl Cow per, who, with his Countess, made a state entry into Dublin, on the 27th ult., gave £500 to the committee. The Chief Secretary for Ireland believes the measures taken for relief are sufficient but he intends to introduce a Bill to j provide another three quarters of a j million, or a million and a half, from the j surplus of the Church fund. j Five hundred men of the Cork Militia j stoned the train from Kerry for Mallow ; on its arrival, bent the intending cmi- j grants for America unmercifully, and ousted them from their seats. Mr William M. Johnson, SolicitorGeneral, returned to Mallow for reelection, has been successful. His vote stood 201 as against Kelly's (Parnellite) 52. Rev.- Isaac Nelson, extreme Home Ruler, has be«?n elected to Parliament for County Mayo with opposition.
