The present Dog License Act, under which proceedings against careless owners are taken, is a most arbitrary one. It only applies to the Provincial District of the town in which the owner and his canine pets roside. By the existing law, if a person wishes to take a dog through New Zealand he has to register it in every provincial district, and would consequently bave to pay 455, as he would have to disburse 5s in each provincial district through which he travelled ! This is fully aa much as most dogs are worth. The law is a most absurd one, and the sooner the existing law in England is adopted the better. There, no dog collars are required, and instead, you have a license handed to you, the same in size as a game license. With that you may take your dog all through the 56 counties and never be molested. The dog-collar business, being compulsory is a source of great annoyance, not only to the owners, but to the dogs, and to compel an owner to inflict a heavy and clumsy collar on a canine pet, is a positive cruelty. If they compel dogs to wear heavy collars, why should they not with as much reason compel tue owner of a gun to buy a Government case to put it in ? The sooner v this absurd is repealed and a more sensible and equitable one instituted the better.
