The Ministry were prohibited risking a war with the Maoris, when a change of Government seemed probable, and his hands were therefore tied. If this is the excuse nude by Government for not enforcing the penalties of the law for crimes committed by the natives, it is A very poor one, and deserves tho severest public condemnation. Mr Shee ban's remarks anent the Royal Commission were very cutting and humourous, and he clearly demonstrated the uselessness of such Commissions, who, where taken collectively, might do good, but who, when working on the one-horse system, were of no earthly use. The speech was humourous in the extreme, but it lacked careful statesmanlike judgment. The feature of novelty was also wanting, and a feeling of disappointment is engendered.
