It is understood that communications have been exchanged between the Great Powers regarding those portions of the Treaty of Berlin, having reference to international reforms in Turkey, which have riot yet been fulfilled. Nothing definite has transpired as to the result of i the interchange of views by the Great I Powers, but it is stated that the Porte ! will be required to accept the European \ Commission, which will undertake the •just and proper administration of Turkey. Constantinople, May 18. It has been announced that the Sultan has made a proposal to the great powers that a European Commission should be ormed to enquire into the recent conflict between Montenegrins and Albanians, which arose through the former taking steps to occupy territory ceded to them under the treaty of Berlin.
