The enormous majority obtained by the Liberals, and their immediate accession to power, is regarded by European Statesman as an indication of the intention of England to resume her old position of isolation. The new German Army Bill which proposes to add annually about £30,000 men to the forces of the Empire is being eagerly discussed in the Reichstag. The Bill provides for the creation of eleven new regiments of infantry with forty bat teries of artillery and one battalion of engineers, causing an increased annual outlay of over £10,000. The Grand Cross of the Bath has been conferred upon Sir Stafford Northcote, the Chancellor of the Exchequer, Manners, the Postmaster-General. Prefessbr Lyon-Playfair has been re-elected in the Liberal interest for the University of Edinburgh and St. Andrews.

April 16 The Empress Eugenic, accompanied by Sir Evelyn and Lady Wpod, has arrived at Cape Town, in good health, She purposes proceeding immediately to Natal, and from thence to the spot where the Prince Imperial was killed.

April 19th. A telegram from San Francisco states that on Saturday last a terrific explosiou occurred in the town of Berkly (California), by which a gunpowder manufactory was blown up, and thirty persons killed. A large number of persons were also seriously injured. The disaster is said to have been caused by the negligence of one of the employees. .

April 20. The town of Mashfield in the State of Missouri has been totally destroyed by a hurricane. The ruins took fire during the gale and increased the terrors of the situation. Some thousands of people were left homeless by the disaster. Active steps are being taken to send relief to the sufferers.
