London, April 6. A step in the direction of the permanent settlement of affairs in Afghanistan has been taken. The title of Sovereign ' of the Central Province, Candahar, has been conferred on Sir Bar Shere AH Khan, who since the occupation by the British has as native Governor, administered its affairs satisfactorily, under the supervision of Lieut.-General Sir Donald Stewart. A significant desire of the loading Liberals is to consolidate and strengthen the party. It has been announced that Mr B. Lowe has abandoned his opposition to the extension of franchise m the counties, a question upon which he had previously differed from the Liberals. Mr Chas. L. In this manner no less than r. 600 persons were sacrificed at Mandalay, under this excited spurt of fanaticism. This aroused the Catholics, and the convent established in that city was attacked.
