Civil Service Reforms.

The Hon. Mr Service, at Maldon, tonight, expounding the Government programme, maintained bis own scheme of re* forms. The question of franchise for the Council has not yet been decided upon, but Government purpose to empower the Council to expunge those items involving motives of policy from the' Appropriation Act.

A separate bill is also proposed, so as to subdivide Mallie country out in small blocks, and letting them to the highest bidder, but all.agricultural areas are to remain untouched. Squatters are to be allowed to hold land subject to ■election.

The administration of railways is to be entrusted to a Commission or Board.

He announces that the Civil Service .Reforms would take place upon a basis of reduction of all classes of new officials; and he also proposes the abolition of pensions, civilians being compelled to insure their lives. Every facility would be given them to do so. ;

In regard to Harbour Trusts, he said their powers would be enlarged. He estimated the year's deficiency at £364,000

He stated that officials would be prohibited from interfering in politics, and Government would endeavour to remedy any injustices done by their predecessors wherever such was practicable, bat would not interfere with protection, whilst relieving farmers and miners, nor alter the Education Act.
