Advices have been received f.'om Cabul stating General Robe^s oflfered to hold a conference with Mahomed Jan aid other insurgents for the purpose of discussing the position of affairs in Afghanistan, and the question of the futare relationship of that country. St. Peteksbtjkgh, February 22. The Academy of Forest Culture at Moscow was totally destroyed by fire today. One of the students of the Academy is believed to be implicated, and has been arrested on the charge of 'scendriaiism.
