Russia Threatens Persia. The latest intelligence from the Cape of Good Hope, states the House of Assembly has been prorogued. The Colonial Secretary lias announced that it is the* intention of Government to introduce a series of resolutions with a view tb the confederation of the whole of the iSbnth African Colonies. London, February 12. The Journal de St. Petersburg contains the statement that Persia has been released from her treaty of obligation not to occupy Herat, ~and declares in positive terms that if Persia rejects the friendship of Eussia for that of England, she does so at her peril. A statement obtains currency that Eussia has further increased the strength of her fleet in the Pacific. London, February 12. Persia Asserting her Bights.
