This Association is promoted with the object of securing for its members freehold farms in the Waimate Plains (or some other suitable locality) on the most farorable terms and conditions, with a view of supplying to some extent the great and increasing demand for small holdings for hona fide settlement. '■■ As soon as the block is decided upon, and the preliminaries arranged, it will be surveyed . into sections of limited area and apportioned, by lot or otherwise, according to rules to be ' agreed upon at a'general meeting of the sub* scribing members of the proposed Association in selections of a minimum Value of One - Hundred Pounds (£100) sterling, and a maximum value of (£400) sterling. The Provisional Directors will endeavor to induce the Government to grant to members of the Association such modifications of the land on deferred-pat ment clauses of the Land Act, 1877, as may facilitate occupation - by bona fide settlers and subscribers without necessitating strict compliance with the present provisions of" those clauses. The Provisional Direqtors will also, endeavor to make provision for ample reserves for religious, educational, recreation, and public health purposes,.as suggested by the Minister of. Lands to the deputation which lately waited upon the Government with the view-of bringing this scheme under their notice and favorable consideration. The payments are to be 6omputed on some well-defined, liberal, and easily-understood system 1 of deferred payments, to' be made by instalments extending over a period of, say not less than ten (10) years. Each subscribe ing member will be required to deposit'a sum equal to ten percenjum of the total value of the share of land he applies for before his . application can be entertained, And 'a further payment of two percentum per month on said total value until such time as the block to be applied for is acquired by the Association, and possession can be given to ttpplicants, or until such time a»* the Association shall make arrangements with the Government tor allotting land -to the subscribers, provided always that such monthly payments of two jrercenium do not extend to a further period than six months from date of application. All monies received are to be paid into the Colonial Bank of New Zealand to the Association's account, to be opened in the name of the Trustees, on fixed deposit bearing interest, and no withdrawals or payments to „ be made by cheque against such account without the authority and signature of the Treasurer, one of the Trustees, and three Directors being first obtained. Agents, or Acting-Directors, for the Association will also be appointed in all the centres of population throughout the provincial district as soon aa practicable. As soon as, in the opinion of the Provisional Directory, a sufficient number of shares are applied foe, a general meeting of subscribing members will be called for the purpose of passing and adopting permanent rules and by-laws or article? of Association for the future guidance of the Association, and also for the election of a permanent Board of Directors aud Management. If the Provisional Direotors are unable to make satisfactory arrangements with the Government, or from any other cause they find that they are unable to carry out the . scheme suggested by this prospectus, tjjey may return to each subscriber the amou&t of his subscription with, accrued interest, less his share of the expenses or liabilities then incurred. As it is of the utmost importance and imperatively necessary that no time should be lost in organising the business of the Asso*, ciation, the Provisional Directory* therefore stipulate that the list of subscribing mem* I bers should be finally closed not later than the 31»t January, 1880. . , Terms of proposal and application for shares and other information connected with the Association may be procured from the Provisional Directors, the Secretary pro tern, or at the Wellington Working Men's Club, Lauibton Quay.
