London, February 7. The Irish Famine. Parliament. In the House of Commons, W. JL Redmond, member for Wexford, movejj* an amendment to the address in reply, condemning the Government for not having taken steps to alleviate the distress in Ireland by making advances to the tenantry, and demanding from the Chan cellor of the Exchequer that detailed measures be at once taken. In the course of the debate the Hon D. Plunkett, member for Dublin Univer* stiy, denounced the course pursued by Mr Parnell. The debate was adjourned. London, February 6. In the Honse of Commons notice has been, given of an amendment to the Address en the neglect of Irish affairs. An amendment of the land law is demanded. : The result of the Liverpool election for re-placing John Torr, a Tory, was the election of Whiteby, also a Tory, by a majority of two thousand over Lord Ramsay, the Liberal candidate, who, in consequence of agreeing as to the desirability of a Parliamentary inquiry into the question of Home Rule for Ireland, received the bulk of the Irish votea. * Caicutta, February 6.
