London, January, 15. A Pretext for a War.
A quarrel occurred at Kalisz, Warsaw, Poland, between Eussian and German officers at a regimental dinner. The Russians drew their swords, bat the Eussian commander averted bloodshed, and escorted the Germans to the frontier with a tronp of Hussars.
Botk Sides Arming.
The Globe is of opinion that, owing to the increases in the French and Eussian forces, Germany has resolved on a similar course.
St. Pexeusbuhgh, January 16. Russia denies certain Humors
The Eussian Government, replying to the representations of Germany, has officially denied the reported affray between Eussian and German officers at Kalisch, and has also denied the statements made regarding the massing of Eussian troops on the German frontier.
Bombay, January 16, Movements in Cabul-
It is officially announced from Cabul that the appointment of General Sir Frederick Eoberts as military Governor of the city has been abolished in order to give confidence to the Afghans, and chat England desires the peaceable settlement of the Afghans country.
AH Mahomet has been appointed Administrator of the City of Cabul.
London, January 16. Another Railway AccidentA serious railway collision took place to-day at Orniskirk, in Lancashire, when seven persons were killed, and thirty seriously injured.
Russia and the TurcomansEeports have reached here that renewed fighting has occurred between the Turcomans and the Eussians, and the latter are said to have been defeated and been compelled to abandon Tcliikislan, the place from which the Eussian expedition against the Turcoman/country originally started. The new French Ministry has announced its programme for the present session, and the measures to be introduced comprise laws, for the control of the press, and the new Education Act in place of Ferry's law. Changes are also to be proposed in the Customs laws.
