This Association is promoted with the object of securing for its members freehold farms in the Waimate Plains (or some other suitable locality) on the most favorable terms and conditions, with a view of supplying to some extent the great and increasing demand for small holdings for bona fide settlement. As soon as the block is decided upon, and the preliminaries arranged, it Trill be surveyed into sections of limited-area and apportioned, by lot or otherwise, according to rules to be agreed upon at a general meeting of the subscribing members of the proposed Association in selections of a minimum value of One Hundred Pounds (£100) sterling, and a maximum value of (£400) sterling. The Provisional Directors will endeavor to induce the Government to grant to members of the Association such modifications of the land on dHerred-pajment clauses of the Land Act, 1677, as may facilitate occupation by bona fide eel tiers and subscribers without necessitating strict compliance with the present provisions of those clauses. Tbe Pro* visional Directors will also endeavor to make provision for ample reserves for religions, educational,' recreation, and public health purposes, as suggested by tbe Minuter of Lands to the deputation which lately waited upon t&e Government with the view of bringing this scheme under their notice and favorable consideration. The payments are to be computed on some well-defined, liberal, and easily-understood system of deferred payments, to be made by instalments extending over a period of, say. not lesß than ten (10) years. Each subscribing member will be required to deposit a sum equal to ten percentum of the total value of the share of land be applies for before his application can be entertained, and a further payment of two percentum per-month on said total value until such, time as tbe block to be applied for is acquired by the Association, and possession can be given to applicants, or until such time as tbe Association shall make arrangements with tbe Government for allotting land to the subscribers, provided always that such monthly payments of two i ercentum do not extend to a further period than six months from date of application. All monies received are to be paid into the Colonial Bank of New Zealand to the Association's account, to be opened in the name of, the Trustees, on fixed deposit bearing interest, and no withdrawals or payments to be made by cheque against such account without the authority and signature of the Treasurer, one of the Trustees, and three Direccora being first obtained. As it is of the utmost importance and imperatively necessary that no time should be lost in organising the business of the Association, the Provisional Directory therefore stipulate that tha list of subscribing members should be filially closed uOt later than the 31st January, 1880. .
