The Fenians in Ireland are very active, and there have been many additions to their numbers recently. The Victorian Question. The Saturday Review censures the plebiscite and approves of a nominee Council without an increased number. The Spectator deprecates the plebiscite, but approves of Mr Berry's proposal to transform the Council into a nominee body. It urges that it should consist of thirty members, chosen for capacity instead of political convictions, and that the two Chambers should confer on finance. It hopes there will be a dissolution, and a majority for Mr Berry. Russian Designs in Poland. The large massing of Russian troops, to the number of 356,000, in Poland, is not explained, though it may relate to the project of the telegram of the 2nd December. . Austria and Russia. Eu3sia upholds Servia against the Austrian 'Railway scheme. Austria is jealous of Russian influence southward. Mahomed Jan is rallying the Afghans at Ghuznee. *
