This Association is promoted with the object of securing for its members freehold farms in the Waimate Plains (or some other suitable locality) on the moat favorable terms and conditions, with a view of supplying to gome"extent the great and increasing demand for email holdings for bona fide settlement. As aoen as tbe block is decided upon, and the preliminaries arranged, it will be surveyed into sections of limited area and apportioned, bj lot or otherwise, according fo rutes to be •greed upon at a general meeting of the subscribing members of the proposed Association in selections of a minimum valuo of One Hundred Pounds (£100) sterling, and a maximum value of (£400) sterling. The Provisional Directors will endeavor to induce the Government to grant to members of the Association such modifications of the land on deferred-pajment clbuecb of the Land Act, 1877, as may facilitate occupation by bona fide Bettlers and subscribers without necessitating strict compliance with the present provisions of those clauses. The Provisional Directors will also endeavor to make provision for ample reserves for religious, educational, recreation, and public health purposes, as suggested by the Minister of Lands to the deputation which lately waited upon the Government with the view of bringing this scheme under their notice and favorable consideration. . The payments are to bo computed, on some well-defined, liberal, and easily-understood system of deferred payments, to bo made by instalments extending over a period of, say. not less than ten (10) years. Bach subscribing member will be required to deposit a sum equal to ten percentum of tbe total value of the share of land he appließ for before his Application can be entertained, and a further payment of two percentom per month on said total value until bucli time as the block to be applied for is acquired by the Association, and possession can be given to applicants, or until such time as the Association shall make arrangements with the Government for allotting land to the subscribers, provided always .that such monthly payments of two percentum do not extend to a further period than six months from date of application. All monies received are to be paid into the Colonial Bank'of New Zealand to the Association's account, to be opened in the name of the Trustees, on fixed deposit bearing interest, and no withdrawals or payments to be made by cheque' against such account ■without the authority and signature "of the Treasurer, one of the Trustees, and three Directors being first obtained. .Agents, or Acting-Directors, for the Association will also be appointed iv all the centres of population throughout the provincial district as soon aa practicable. As soon as, in the opinion of the Provisional Directory, a sufficient number of shares are applied for, a general meeting of subscribing memberß will be called for the purpose of passing and adopting permanent rules and by-laws or article? of .Association for the futnre guidance of the Association, and also for the election of a permanent Board of Directors asid Management. If the Provisional Directors are unable to make satisfactory arrangements with the Government, or from any other cause they find that they are unable to carry out* the scheme suggested by tbia prospectus, they may return to each subeeriber the amount of his subscription with' accrued interest, leas his share of the expenses or liabilities then incurred. As it is of tbe utmost importance and imperatively necessary tbut no time should be lost in organising the business of the Association, tbe Provisional Directory therefore stipulate that the list of subscribing nvetnbers should be finally closed not later than the 31st Junuury, 1880. Terms of proposal and application for shares and other information connected with the Association may bo procured from the Provisional Directors, the Secretary pro tern, or at the Wellington Workiog Men's Club, Lambfcon Quay.
