What other name can be given to a system that keeps the laborer always in poverty ? What would be said of a man orer head in debt writing home for money, not to enable Irim to get put of debt, but to bring a friend or relation out to make both him- , self and relation still deeper in debt, and with no chance of getting out of it. This is what the Government have done and are d«tm£. Then these men already in debt are taxed to bring more out to still increase their burdens, for with every additional immigrant fresh expenses are incurred, and additional taxation must be imposed, and then the class that receives the least benefit has to pay tho most, and have to be grateful in the bargain for being alive.
