(To the Editor of tho Evening Star.) gin,—l am a burgess of the Middle Ward, and pay 12s per annum rates. If the Council brings tho Public Libraries Act into force, I will have to pay an extra penny in the £, which will then make ray annual rates 13s. One shilling per annum for the privilege of having a free library in our midst is not exorbitant, and though I am no great reader, in a year or two my youngsters will be glad to have the privilege of going there free.
