Tuesday. LEGISLATIVE COUNCIL.

The business was unimportant. Col. Whitmore, in reply to Sir F. D. Bell, said the new Parliament would meet in the last week of September. It was physically impossible that they .could meet earlier. The Government would not oause the least delay that was avoidable. The Council, on the motion of Mr Brett, carried a motion of appreciation of the services, and regret at the loss of the late Sir J. .Kichardson from the Upper House. He moved for a return of the amount paid to witnesses on the Land Tax Appeals. He accused Government of ap* pointing valuers for party purposes, and said the Resident Magistrates who heard appeals were not independent, through the manner 'in which the Government treated them.

Col. Whitmore said the valuers were appointed by tender, and the Resident Magistrates were perfectly free and independent. The motion was carried. The Loan Bill was read a first time, and the Council adjourned.
