Mr Berry, in introducing the Reform 1 Bill, recapitulated the history of the former Bill which was resultless owing to; the Council'f action. Hicks-Beach's despatch estab-: lished, firstly, the analogy between the; House of Commons, and the Legislative: Assembly; secondly, that the pretensions. of the Legislative Council caused all the i deadlocks ; thirdly, the means of finality in legislation. Mr Berry referred to the: difficulties in New South Wales, South Australia, and New Zealand, where! troubles were looming in the distance. i
The Reform Bill proposes that; the j Legislative Assembly shall be invested; with full powers in expenditure and taxation, and that the bills passed twice in the Assembly and twice rejected by the Council shall be referred to a plebescite by the Governor; the Council gradually; to become a nominee house, the six mem- [ bers who retire' every two years being; replaced by nominees whose sols qualifi-, cation shall be ten. years residence, and! abolishing the property qualification altogether.
