The victims cry Out to "their executioner^,/ ' Moriluri}te salutant,' and if you (Alexander JSTicolaievich) refuse-to hear our Tvarning voice to put an end. to this tyranny, we hereby declare to you that tyranny: will be beaten in the end. Your system in Eussia is rotten to the core. Our almost boundless resources are ruined. Your army of functionaries is a gang of. crueL and insatiable thieves. Your judges: are a shame to justice. Your governors, policemasters, and generals are so many satraps wprthy of. Xerxes or Darius. Wherever we turn our eyes we see naught but stupidity mingled. with cruely—wanton waste combined , with the,most merciless spoliation of the people. Eor the army alone you reserve your fatherly care. You are getting into dangerously deep water, Alexander ITicblaievitch, • therefore warn you, but spare your liie.—The Executive Committee."
