There was only one or two courses openi: either they must have extensive taxatiqn, or borrow more money, but; borrowing more money was out] of the question. For the maintenance !of roads and bridges the present txation was not sufficient for the requirements of the Government, therefore inoreased taxation would be necessary ; and the sooner the people of New Zealand faced the fact ; that they would have to rely onthemselves for help, the better it would' be for, the Colony.
