Municipal THAMES BOKOUGH COUNCIL. IN accordance with Section 340 of " The Municipal Corporations Act, 1876," the following copy of four Bye-laws proposed to be made by the Council of the Borough of Thames, is hereby published for general information. Bye-law No. 10.—Pigs.
In pursuance of the powers rested in them under "The Municipal Corporations Act, 1876," the Council of the Borough of Thames ordains as follows, that is to say— ' '
On and after the Ist September 1879 it shall not be lawful for swine to be kept on any allotment or premises within C distance of any inhabited dwelling in the Borough of Thames ; and if any person or persons shall keep any twine within any such prescribed limits as are hereby defined he or they shall forfeit and pay .for every day during which! he or they shall so offend a sum not exceeding'£s.-
Bye-iaw No. 11.—Goats.
In pursuance of the powers vested in then* :under, "The Municipals Corporations Act, 1876,',' the Council of the Borough of Thames ordains n as .'followß, that is tosay4- ■■{, A </ >.
1. On and after the ";*■<■>• day of 1879 all goats owned'and kept or kept by people within the Borough of Thames, shall be registered and numbered in a Begister to be kept, at the Council Offices of the said Borough. f ( 2. Collars: with block Humbert shall be provided by the said. Borough Council and any person shall be entitled'to receive collars and numbers on payment.of a fee of 2s 6d each such collar to* be securely fastened; roundi the goats'; neck 'by; the owner or:keeper;of the poat.,: ;,< i /
3.; The names and residences of all per-! sons who procure such.collars; and JNos. shall be entered alphabetically in the Eegister to .be kept at> the Borough Council Offices aforesaid for that purpose and opposite the names of such persons shall be stated the description of the goat or goats and the number on the tickqtsj respectively pur6hased by srich . persons and such book may be examined by any person during office hours on-payment of 'a fee of Is. 4. If any goat upwards of three month; old shall be'sit; large, oir any -highway ior enclosed or unenclosed land without a collar and No. issued for the. then current year affixed to it the owner shall forfeit for every such offence any sum not exceeding 20s. The prool that any such goat is less than three months old, shall in any proceeding hereunder lie on the owner of such goat, ; .-. / ;:
5. If any person shall falsely, make or counterfeit or knowing the same to be false or counterfeit purchase use or have' in his or her possession any /collar i and No. resembling or apparently intended to resemble or pass, for any collar and ticket provided or issued by the said Borough Council as, aforesaid : every such person shall forfeit and pay for every such offence any sum not exceeding £20. . . ' • 6.'Every goat whether with a collar and No. affixed to it or not found at large in any highway or; unenclosed land may! be seized by any Constable or other person and taken to r and kept exposed to view in some public/ place to ba appropriated, for that .purpose at the police: station at either Grahamstown or Shortland nearest to which such .goat shall be seized' for the space of y4B hours'if not sooner claimed. , .. .
7. If within the' said '48^h(mrsi aiiy' 'pierson shaHclaim any suchgoat or goats,the, person in charge of such public. plape, shall (upon being satisfied that the person making such, claim is the owner thereof or is some person authorised by ,him), deliver such goat or goats if. registered to, the person claiming the same upon,pay-, ment for every goat of the sum of-2s ,6d and if an unregistered goat or goats upojQ payment of the, sum of 5s for each) and' every goat so claimed. 9. If within the said 48 hours no such claim <and payment as aforesaid shall have been made in respect of any such goat or goats so seized and kept as aforesaid the person -having the custody of such goat or goats shall forthwith destroy the same.' < ; ;
10: Every goat in respect of which a conviction shall be recorded three timeif shall on the 3rd conviction be destroyed. 11. liny person who shall knowingly seize any goat or goats which shall not be at large contrary td these' .'Bye,-laws, Bhall forfeit and pay for every such offence .any sum not exceeding,2os and if such goat or goats shall be destroyed shall pay to the owner thereof the. full value" of the same and also forfeit and pay a penalty not exceeding £5. 12. The owner.of any such goats- shall for the purpose of these Bye-laws be deemed to be the person whose name shall be on the register aforesaid or upon whose premises such goat Jor goats may be kept or the person in Whose care such gbats may be temporarily be whether loose or confined. .'■/".
Btb:law No. 12.—Pobtees.
la pursuance of the powers vested in them under "The Municipal Cor* porations Act, 1876,'' the Council of the Borough of Thames: ordains as follows, that is* to say— '■ That on and after ;the day of- , 1879 the fares to be demanded by any porter licensed by the Borough, of Thames shall be as follows-—
1. For the carriage of any parcel of not more than 50 lbs weight carried to or'! from any vehicle on any wharf to a vessel alongside such wharf the, sum; of 3d and for any parcel above'" such weight carried aa aforesaid the sum ' of! 6d. ■ '■■;:' ■■.. ;;. :.-;■;:; 2. For the carriage of any parcel carried elsewhere than herein before mentioned (namely)—-For any parcel, not exceeding 50 lbs weight carried any distance not exceeding half a railo within the said Borough the sum of 6d and for every additional half-mile a further sum of 6d. _ ■ .i .! ■■ , 3.
