A budget bf correspondence re the ! keeping of pigs in the Borough, and more 'especially;referring to the complaint made by Mr Harfrj re v the'nuisance caused by .the pigs kept by Mr Townsend, was read. Dr Payne wrote stating that he had visited the, premises, pf Mr Townsend, and i found? th6m, clean and sweet. A letter was read from Mr Townsend *nd a number of his; neighbors denying that any nuisance was caused by his keeping pigs. - The iii^eotor;bfJ^uisahdes reported that , Mr' Tbwniend's: premises were always, clean. Mr Hart, his wife and two other persons who had been on a visit to Mr aW(^rs^Har^ which complained of the nuisance, and Mr Hart further declared that he could r not get justice from the Inspector of /Nnisances.; <{ @ertificatepwer 4 e;alsos sent by D^s Gilbert, Eovt'bottom, Andrew^ and, Eilgour to the e'ffeoit that the keeping jof pigs in, crowded localities w,as.detrimental to tha:public health. "Cr Brassey .spoke -to'the notice \6t motion, he bad !at a previous meeting, re the, suppression <*f *!».?: nuisance. He quoted the. section of the Act; under which Tie moved the resolution. He said there': was a great difference) of opinion amongst the residents of the south ward about the keeping of swine ; i^rnahy;-. thought': it •'would 'bellav great, hardship to poor people, who keep a pig or "two for their own-use,- on the outskirts of ,the Borough,, the passing, of f ti by-law, prohibiting; the ' kfiepitig; bf sVine*. fso doub|; keeping ofi.pgjit^was a great nuisance, and caused sickness, when they were,, kept/in ,crpwcle.d 4 pprfcipns, of] a township. They had their Inspector of Nuisances, and if he did hii duty theri would be no nuisances. |knee was then, brought forward. He slid he had framed a bye-law to the effect that goats .should be registered and wear a registered collar. The bye-law was veiy similar to the Dog Nuisance Act. He spoke strongly on the nuisance, which, he said, was even greater than the pig nuistnee. Cr Wilson seconded.
Crs Mennie and Price r thought the bye-law, as read, was too e.aboratel
The resolution was carried By four votes to three, and the Town Clerk was instructed to have it advertised.
POKTEES.
Cr Brassey's motion re the licensing of porters was considered. He said that in bye-law No. 1 there were several provisions made respecting porters, and all that was required to make them operative was to fix the rates the porters might charge^ ; . ;
CrMcGowan objected to such bye-laws, as they were legislating for what did not exist. IfiCr Brassey had brought *up a bye-law 1 conoernihg hawkers"ho: would bo prepared to support it^ ' ' The motion was carried.
