Regulation of Bicycles.
Tho London Times states that-.--The Local Government Board have just issued a series of model by-laws for tho regulationl of bicyles under the Highways and 'Locomotives Act Amendment of the hist Session. By these by-laws it is proposed to ■'prohibit the^bicyclist from riding or impelling jiis' bicycle on any footway, pavement, or 'cause way made or set apart for the use or accommodation of foot pas^ sengers, and to require him .between sunset and sunrise to carry Vattaclied. to his bicycle a lamp''so'.constructed and placed as to exhibit a light in the direction in which he is proceeding, and so lighted as to, afford^a^e.q.uated,.means of signalling the approach or position of the bicycle. Every bicyclist who overtakes any waggon, wain, cart, ,ori carriage, orany horse, mule,,or other beast of.,burden,-or any foot passenger proceeding alone the carriage way, is required within a reasonable> distance before, passing to give audible and sufficient warning, pf v the ap-
proach of his bicycle by sounding a bell or whistle. In passing vehicles or horses whic,h he^p.vertakeshe must/keep. on the riglifc f jbff, side! of, the carriage way. Upon the .request, of any driver j or: rider whose horse or other beast has become restire or alarmed by reason of his passing or overtaking !( ifc,,the bicyclist, must dismount '.'.as.,long' as; may-!reasonably be necessary. These by-laws can only be made by the county authorities; andj before being put into force in any county, will require the approval of the Local Board. When they have been.so, approved, any bicyclist acting in cpntraventidn,o^ r theni'will -be liable to a penalty not exceeding £2 for,each offence.
