The South Australian Parliament was opened to-day. The Government intimated the introduction of the bills referred to in the Governor's speech. Mr Uoas gave, notice of a series of questions relative to the late loan and the general financial arrangements made by the Government. Tho House adjourned till Tuesday.
Melbouene, Yesterday.
James Spowers, general manager of the Argus, and an old Victorian colonist, died suddenly this evening from paralysis.

The Governor's speech stated that the proposed reforms in the Legislative Council would be postponed, pending a sesdement of the present difficulty in Victoria. It announced the inauguration of the extension of public works, considering that the Colony was well able to bear an increase in its National Debt. It was intended, to introduce ,a measure to compel the propertied clasg to contribute more largely to the burden of the Colony, thus enabling the Government to readjust the taxation through the customers. A bill would be introduced to compel the the Chinese in the northern territory to contribute; to the revenue.
