! ;<■• ; London, May 2* Mr Berry Bails to-morrow. Professor Pearson remains for some time longer. Mr Berry is the bearer of despatches from the Secretary of State for the Colonies, regretting the want of a greater spirit of accommodation on both Bides. He rejects Berry's proposals to amend the constitution by Imperial Legislation, since only one extreme emergency has arisen to justify such a measure. The readiest means to harmonise the two Chambers would be to make both Council and Assembly dissoluble. The Chambers should act like the British Parliament, and the Council should yield to public opinion in order to avoid conflict. Bills of Supply should be limited to; provisions analogous to the English bills, and the Council should claim no other right in dealing with them than the House of Lords possesses. -
