Kfif ebbing to remarks yaiterday upon the " Begulation of Mines Act, 1874," we expressed a doubt whether the Government would deem it necessary to take any further steps to enforce the Act in this district, unless it should appear that the powers of the Governor to make necessary regulations under " The Goldmining District act, 1873," are, under the present circumstances, clearly insufficient. Should such be the case, we think that the law and regalitions governing mining operations" Here teould be simplified by the addili^afy of* a few words to sub • section 3 of section 165 of 11 the Gold Mining Districts Act, 1873," giving the necessary power to make rules and regulations. In these might b re, embodied so much of the " Regulations of Mines Act, 1874," as may be desirable. Having already a " Mining Inspector " under one Act, we cannot see the necessity for the complications which would probably arise from the appointment of an " Inspector of- Mines " Under the other.
