A Russian circular note has been issued to the Powers, pointing out that certain questions regarding the treaty of Berlin which are still undecided may lead to fresh local disturbances.

The town of Szegedin, in Hungary, is inundated. Great loss of life has occurred. Thousands of families hate been rendered homeless.
