Sib,—Your morning contemporary and Adam Porter hare evidently not studied the above subject, or, if they hare, they seem to know very little about it, or else they would not claim the gold duty as rates. I well remember the difficulty the County had to get hold of the U.P. A. securities. The Hon. F. Whitaker would not hand them over unless the County guaranteed to keep the Pump going for two years, and, as a further inducement, he threw in the Thames Water Bace, and made the gold duty local revenue. Now! that the County has completed its engagement, they want to levy black mail, and claim the money they got for a special purpose back again as so much rates expended, but even that is not the worst phase of it—they want to blame the Big Pump for their present financial difficulties,; and Adam wants to make out that they are paying the Bank of New Zealand £1500 a-year interest for money borrowed to keep the Pump going. any disinterested person would emphatically deny, as the whole dost to the County above the receipts does not exceed £2665. However, we will see what the County Clerk makes of it when he makes up the return asked for by Adam.—l am, &c, YOUB GOBBESPOHDSHT.
