The Colonial Secretary of State, in a despatch, repeats the opinion that the dismissal of the Victorian Cifil servants Was not a temporary measure, as Gorernor Bowen reported, teeing that he signed orders for their permanent remoral. Had he acted as though the measure were merely temporary it would probably hare overcome the financial diffienlty Without recourse to measures involving grave objections, when asked by Ministers partially to retrace their steps.
I la the publication of papers relating to the Victorian dead-Jock despatch, the Secretary of State for the Colonies, on February 17th, said that had Sir George Bowen originally acted in accordance with the Tiews which induced the Ministers partially to retrace their steps, the finan* cial difficulty might hare been oreroome without the objectionable measure whioh followed.
Fabis, March 4. Princei Tewfik (hereditary Prince) has been appointed President of the Council of Ministers.
Mihar has been appointed Minister oi Foreign Affairs.
