We are requested to state that the Harbor Board elections cannot be notified to-day in consequence of the regulations required under Clause 35 of the Harbors Act, 1878 not having been made, as proTided for, by the Governor in Council. A telegram to this effect has been received today from the Attorney General, Mr R. Stout, and as this is the last day on which the notice of election could appear to give the requisite fourteen days' notice, some difficulty as well as delay may occur.
