CONFERENCE.
Wellington, This day.
The managers of the two Houses met at half-past twelve to-day to confer on the amendments by Council in the Electoral Bill. All managers were present. The Hon. Mr Stout, on behalf of the Government, made the following proposals:— 1. That the dual Maori vote should be in operation only until next election. 2. That the Maori qualification should be on Crown grant only. The managers of the Upper House rejected the compromise and insisted on the excision of that part of clause eighteen which proposed to con* fer a dual Maori vote. The conference adjourned without coming to any agreement, and the result will be reported to the House at 2.30 to-day. In conference on the Disqualification Bill, the managers appointed by the Upper House insisted on the Disqualification of newspaper proprietori from being members of the House, other than shareholders. Later.
This day. 2.40 p.m. The managers of the Upper House offered to give ' way on every other amendment in the Electoral Bill except the Maori dual rote in clause eighteen, and insisted upon the Bill passing in the form in which it was originally introduced in the House.
Mr Stout admitted that the object of the Bill was to place Maoris on the roll for the next elections. The Council has the power of proposing fresh managers, and the Hon. Col. Whitmore will probably this afternoon propose that coarse.
