Monday. In the Council to-day the Local Bills Committee were instructed not to proceed with the examination of any bill which ■hall either be opposed before them or shall contain provisions affecting matters on which general statutes are in existence or which are calculated to lead to much debate, but to report every such bill' immediately to the Council. The Fencing, Disqualification, and Public Reserve Sale Bills were read a third time and passed. The second reading of the Public Revenues Bill was moved by the Hon. Colonel Whitmore, and agreed to, after a short debate. The Mount Cook Reserve Sale Bill was also read a second time. The Council then went into Committee on the Electoral Bill. There was a long discussion on a motion, of the Hon. Mr Waterhouse', with the view of /altering clause 146 in the direction of representatidn of minorities. The motion was ■ carried by 18 to 13. The remaining clauses passed without amendment, and V the Committee took up the postponed, ,- clauses, which were under discussion at ■• the adjournment hour.
