THE ELECTORAL BILL
At the sitting last night the Hon. Mr Hart gave it as bis opinion that Maoris holding under native custom had no ypte under the Constitution Act, they having ho fixed tenure.
After a long discussion the Hon. Mr Waterhouse's amendment, to insert the words " excepting the Maoris," was agreed to on a division of 25 to 11. :
The Hon. Mr. Hart moved a new subsection, which was agreed to by 18 to 13, and the clause as amended, was then agreed to. . .■■■,
The Hon. Mr Miller moved the insertion of "male" between "every person " in the first lire of clause 16.
The motion was lost on a division of 24 to 10. The clause passed. In clause 19 (the Maori rote) the Hon. Mr Waterhouse moved the addition of the following words, after the word " if " : —"His name is enrolled upon the ratepayers' roll in force in the district for which he claims to vote." ' . ; The motion was agreed to on the voices. Later. This day. PEOGREBS OP BILLS. * The Riverton Harbor Endowment and .Borrowing Bill passed through committee. The Inch-Clutha Bill as amended passed through committee. The Greymouth Bacecourse Eeserve Bill was committed, amended and reported. The Hamilton Public Hall Bill was amended and reported. The Malvern Water Race Bill was read a third time and passed.' The Timaru High School Bill was amended in accordance with the Local Bills Committee report. ELECTORAL BILL. _ The Electoral Bill was further con : sidered in committee. . Mr Waterhouse contended that- provision should be made in clause 26 for ratepayers renewing their registration every year. Alter a - discussion the clause was passed as primed. Col. Whitmore said the Government were prepared to admit the amendment on clause 37, that rolls be made up after each general election. The following subsection was added to clause 30 :—" Leaseholders shall make a claim in form of No. 2 in schedule." Clauses 30 to 115 were passed without material amendment. Progress was reported, and the Council then adjourned. '
